USACE Construction Phase Services Location: Pittsburgh Air Reserve Station (ARS), PA Accura is providing Construction Phase Services (CPS) on a federal contract that includes five simultaneous new construction/renovation projects at Pittsburgh ARS. Accura is performing contract administration as well as multiple modifications to the contract. Pittsburgh ARS is undergoing a significant mission change in order for the ARS to receive the C-17 Globemaster III as a replacement for the current C-130 Hercules. Construction, contract administration, and quality assurance activities for five separate construction activities were overseen by our staff. The project has included significant earthwork, paving and concrete work on roads aprons and taxiways, security fencing surrounding the sites, electronic security and surveillance systems, and high intensity, high mast lighting systems for night operations. As a part of our scope of work, Accura is responsible for observation and reporting on assigned projects to government personnel. Our staff oversees construction, contract administration, and quality assurance activities in accordance with established USACE policies, procedures, and regulations.

Our Role in the Mission

Accura played a key role in wetlands delineation, permitting, and environmental surveys to facilitate the repair and expansion of water and wastewater infrastructure. Our comprehensive approach included:

Conducting on-site investigations to assess environmental impact.

Preparing detailed permit applications for:

  • Stream stabilization/restoration across three critical water bodies&
  • The repair, replacement, and construction of new water and wastewater pipelines, including stream and wetland crossings.

Surveying threatened and endangered species, including the rare small whorled pogonia and wood turtle.

Modifying existing permits to meet updated compliance needs.

Challenges We Overcame

Working across the dynamic landscape of Fort Belvoir required:
Conducting compliance inspections under stringent environmental regulations.
Balancing infrastructure needs with environmental preservation.
Addressing multiple stream and wetland impacts (4-5 in total).

The Impact

Our work not only ensured compliance but also played a part in protecting the delicate ecosystem of Fort Belvoir. From securing permits to restoring streams, we enabled the U.S. Army to move forward with confidence, knowing their construction efforts align with their commitment to environmental stewardship.
